Adoption is running ahead of global averages: PwC found that 75% of Middle East employees used AI at work in the past year, against 69% globally. National workforce mandates and privacy regulation, more than cost-cutting, are what set the region’s HR tech agenda apart.

HR technology trends in the Middle East are being shaped by a combination of forces that few other regions face at the same time. Governments in the UAE, Saudi Arabia, and Qatar are setting hard targets for national employment, enforcing new personal data laws, and pushing national AI agendas, all while employers compete for scarce skills in a labour market that is growing fast.

For CHROs, HR directors and the technology leaders who support them, HR systems are no longer back-office record keeping. They are the infrastructure through which an organisation proves compliance, plans its workforce, and keeps talent engaged.

How is AI changing HR in the Middle East?

AI is moving from pilot projects into everyday HR operations across the Middle East, and regional employees are adopting it faster than their global peers. According to PwC’s Middle East Workforce Hopes and Fears Survey 2025, which surveyed 1,286 employees across the region, 75% had used AI in their jobs over the previous 12 months, compared with 69% globally. Some 32% use generative AI tools daily, against 28% worldwide.

The same survey found that 49% of Middle East employees expect technological change, including AI, robotics, and automation, to affect their jobs to a large or very large extent within three years, compared with 45% globally. In Saudi Arabia specifically, PwC reported that 69% of employees use AI at work and 36% use generative AI weekly or daily. Notably, 55% of Saudi respondents expect AI to improve their job security, well above the global figure of 38%.

The governance question is now as important as the capability question. Employers using AI in hiring or performance decisions need clear human oversight, documented decision logic, and transparency with employees about where AI is used. PwC’s regional findings point in the same direction: employees are open to AI but also want job security and support from leadership.

What emerging technologies are transforming HR in the Middle East?

The emerging technologies with the most impact on HR in the Middle East are generative AI copilots, Agentic AI, bilingual AI recruitment, conversational HR service delivery, predictive people analytics, hyper-personalised employee experiences and integrated cloud HRMS automation. Each is moving from pilot to production as regional employers look for faster hiring, leaner HR operations, and better workforce decisions.

1. Generative AI copilots for HR teams

Generative AI copilots help HR professionals draft job descriptions, policies, offer letters, and performance review summaries in seconds. Embedded inside HCM platforms, they work on the organisation’s own HR data rather than generic content, which improves consistency across business units and countries.

2. Agentic AI for end-to-end HR workflows

Agentic AI goes beyond answering questions by completing multi-step HR tasks on its own. An HR agent can prepare an onboarding pack, trigger system access requests, schedule induction sessions, and draft an offer letter for human approval, cutting the hand-offs that slow down hiring in high-growth GCC organisations.

3. AI-powered bilingual recruitment

AI recruitment tools now parse CVs in Arabic and English, match candidates against skills profiles, and shortlist applicants at scale. For Gulf employers handling large applicant volumes across many nationalities, this shortens time to hire and helps recruiters focus on national talent pipelines and hard-to-fill roles.

4. Conversational HR service delivery

Conversational assistants answer employee questions on leave, payroll, visas, and policy through chat or mobile apps, at any hour, and in more than one language. This reduces ticket volumes for HR shared services teams and gives frontline and distributed workforces faster access to support.

5. Predictive people analytics

Predictive people analytics uses machine learning to forecast attrition risk, absence patterns, and future hiring demand. Combined with nationalisation and skills data, these models help HR leaders act before problems surface, rather than reporting on them after the fact.

6. Hyper-personalised employee experiences

Hyper-personalisation uses algorithms and real-time employee data to tailor benefits, learning recommendations, and feedback to each individual rather than offering one generic package. In multinational GCC workforces, where needs differ widely by nationality, life stage, and role, personalisation is becoming a key lever for engagement and retention.

7. Integrated cloud HRMS and end-to-end automation

Cloud HRMS platforms such as SAP SuccessFactors, Oracle Cloud HCM and Workday connect onboarding, contracts, attendance, payroll and compliance into a single automated workflow. Increasingly, these platforms also integrate with finance and operations systems, giving leadership one view of workforce cost, capacity, and compliance instead of disconnected spreadsheets.

How are Emiratisation and Saudisation driving HR technology adoption?

National workforce programmes are one of the strongest and most distinctive drivers of HR technology adoption in the Gulf because compliance must be measured, reported and evidenced continuously. Missing a target carries financial penalties, so HR leaders need systems that track national headcount in real time rather than at year end.

United Arab Emirates

The UAE’s Nafis programme, introduced in 2021, requires private companies with 50 or more employees to raise Emirati representation in skilled roles by 2% a year, reaching 10% by the end of 2026. Figures from the Ministry of Human Resources and Emiratisation (MoHRE), reported by The National in July 2026, show more than 190,000 Emiratis now work in the private sector across 32,000 companies, and 95% of mandated companies met their targets in the first half of 2026. The strategy has also been extended to 2040.

The rules have tightened in ways that directly affect HR systems. From January 2026, Emiratis in the private sector must be paid a minimum of AED 6,000 a month, and companies entering the market or crossing the 50-employee threshold during the year face a 2% target. MoHRE also detected 405 cases of fake Emiratisation in the first half of 2025, according to Gulf News, which raises the bar for audit-ready records.

HR technology responses include Emiratisation dashboards inside HRIS platforms, automated alerts when headcount ratios approach thresholds, and integrated records that link contracts, payroll and role classification so that compliance can be demonstrated on demand.

Saudi Arabia

Saudi Arabia’s labour reforms under Vision 2030 have created similar demand. The General Authority for Statistics (GASTAT) reported Saudi national unemployment of 6.4% in the first quarter of 2026, with female unemployment falling to 9%. The original Vision 2030 target of 7% was reached ahead of schedule, and the government has since set a new goal of 5% by 2030. GASTAT also found that 95.8% of unemployed Saudis are willing to work in the private sector.

The Nitaqat programme, which classifies companies into bands based on their Saudisation levels, makes accurate national headcount data essential for visa allocation and government services. HR platforms that integrate with government systems such as Qiwa, the Ministry of Human Resources and Social Development’s labour platform, reduce manual reconciliation and the risk of falling into a lower band.

Qatar

Qatar’s national transformation agenda is also reshaping workforce planning. PwC’s Qatar findings, published in April 2026, describe a highly educated workforce: 77% of respondents held a university degree, compared with 66% across the Middle East, and 45% were in management or senior executive roles. This profile favours HR technology that supports leadership development, succession planning, and career mobility over transactional processing alone.

Why is skills intelligence becoming a priority for GCC employers?

Skills intelligence is becoming a priority because the pace of skills change in the Gulf is faster than the global average, and nationalisation targets require employers to develop local talent rather than simply hire for finished skills. Skills intelligence platforms map the capabilities a workforce has today against what the business will need, then connect the gaps to learning, internal mobility, and hiring decisions.

The World Economic Forum’s Future of Jobs Report 2025 puts numbers to the pressure:

Indicator (WEF Future of Jobs Report 2025)

UAE

Global

Share of core skills expected to change by 2030

41%

39%

Share of work tasks expected to be performed by autonomous technologies within five years

43%

34%

The same report found that 87% of employers in the UAE and 70% in Saudi Arabia see technological literacy as a skill growing in importance, alongside rising demand for networks and cybersecurity skills and AI and big data skills. Globally, 63% of employers identified skills gaps as the main barrier to business transformation.

In practice, the leading skills-based HR technology capabilities include:

Dynamic skills taxonomies that infer skills from job histories, project work and learning records rather than relying on static job descriptions.

Internal talent marketplaces that match employees to projects, gigs, and open roles, which support both retention and national talent development.

Learning experience platforms are linked to skills gaps, so training budgets target the capabilities the business actually needs.

Strategic workforce planning tools that model future demand against current supply.

For GCC employers, the strongest business case often combines skills intelligence with nationalisation goals. A clear picture of which skills national hires need, and how quickly they can be developed internally, makes national hiring targets more sustainable than hiring for headcount alone.

How big is the HR technology market in the GCC?

The GCC HR technology market is growing steadily, with Saudi Arabia and the UAE as the main contributors. According to IMARC Group research reported by People Matters, the market was valued at USD 760.8 million in 2025 and is expected to reach USD 1,757.1 million by 2034, a compound annual growth rate of 9.45%.

IMARC attributes this growth to AI-led workforce management, wider adoption of cloud and mobile-first HR platforms, and government programmes promoting HR digitisation among small and medium-sized businesses. Economic diversification adds further demand, as new sectors such as technology, tourism, and healthcare build younger, digitally fluent workforces from the ground up.

The bottom line

HR technology in the Middle East is being shaped less by generic global trends and more by the region’s specific combination of national workforce mandates, new data protection law, fast AI adoption, and rapid skills change. The employers getting ahead use HR platforms to prove compliance, develop national talent, and govern AI responsibly, all from a single, trusted data foundation.

The HR technology trends with the biggest impact in the Middle East are generative and Agentic AI embedded across HR workflows,
